Ibiki Morino is the examiner for the first part of the Chunin Exams. "Morino Ibiki" means "a snore in the forest", which clearly refers to his resemblance to a big bear. Ibiki's head is covered to hide burn marks, punctures from where screws were used, and long slash marks, some of which are Aoi Rokusho's doing. The scars are indictive of the physical torture he has endured in the past, and illustrates his capacity to endure pain without giving up the desired information to the enemy. The anime's filler arcs show him to have a younger brother, Idate. Ibiki is the commanding officer of the Hidden Leaf Village ANBU Torture and Interrogation Force, and is the designer of the Chunin Exam's first test. Described as a sadist by some, Ibiki has the ability to subject people to great suffering without ever using physical torture. His interrogational skills rely solely on his capability to torture the mind. He has complete knowledge of human psychology; by attacking a person's mind, he can gain control over their spirit. He makes his debut in Part II trying to use this ability on Kakuzu's bounty-hunting contact in order to gain information on Akatsuki.

Kaiza took a fatherly role in Inari's life and even became close to Tsunami. When Gato put Kaiza to death, Inari changed. He became a sad and angry boy, with little hope or optimism. He blamed Kaiza for what had happened, believing that he, in dying, had broken his promise to protect the land. His outlook is changed after he meets Naruto, who also had a horrible past but learned to deal with it. Naruto's unwillingness to quit and concern for others helped Inari to realize the power of will over fate, and that no risk is too great to protect something precious. He therefore grabbed his crossbow and rallied the townspeople, who proceeded to rise up against Gato's men.

Sakura was often picked on due to her sensitivity about her large forehead, though through Ino's influence, she was able to overcome this and develop her own identity and self-worth. As Sakura's confidence in herself grew, she developed a crush on Sasuke Uchiha, whom Ino also had a crush on. When Sakura found out about this, she ended their friendship so that the two could properly compete for Sasuke's affection, beginning a bitter rivalry between the two. The two maintain this rivalry until the end of their match in the Chunin Exam, after which they begin to rekindle their friendship, but it seems each of them have too much self-pride to admit it. Nevertheless, the two maintain a competitive relationship and constantly attempt to outdo the other. Ino is somewhat egocentric and superficial, apparently thinking highly of her looks and seeming to dislike "ugly" people. Ino also has no problem telling people what she dislikes about their physical appearance, such as telling Choji that he should focus more on his appearance because girls dislike overweight boys. Although both of her teammates fit the profiles of people she wouldn't like for these reasons (Choji being overweight and Shikamaru being "uncool"), Ino actually cares very deeply for their well-beings and maintains a strong bond with both. As a member of the Yamanaka clan, Ino works in her family's flower shop and has become particularly talented in ikebana. The anime's filler arcs show that she has been able to find other uses for her time in the flower shop, and can tell a person's profession by simply looking at the condition of their hands. The anime has also shown that Ino, like Sakura, has developed her own inner-self named "Inner Ino". With the Mind Body Switch Technique, Ino can transfer to another's body and start using it as her own for a short period of time. In the anime, Ino also learns the Mind Body Disturbance Technique, which she can use to force opponents to fight each other while still remaining in her own body. The anime expands upon Ino's abilities more than the manga; she develops the New Approaching Technique (, Shin-dashin no Jutsu?) to engulf a target in a puff of smoke and drag them to her location. The anime also addresses her learning of medical jutsu, as the manga leaves it unexplained. During the final filler arc, Ino finds herself unable to be of use for her teammates and becomes envious of Sakura's ability to heal others. As such, Ino becomes Tsunade's second apprentice in learning medical jutsu, hoping to be more useful to her friends.

Because he, like Naruto, was forced to grow up without parents, and was socially isolated as a result, he can relate to Naruto in this regard as well and has assumed the role as Naruto's father-figure. Once Naruto becomes a ninja Iruka starts to underestimate Naruto, and as such become overprotective of him, though he in time discovers that Naruto has all the makings to become a great ninja.

Isaribi was one of the first test subjects, and was not the final version. She was sent back to the Land of the Sea to spy on the ships leaving port. Due to her bandages, which were used to cover the permanently scaled parts of her body, the villagers attacked her and vandalized her property. They feared and hated her as she was the only person to return from being "spirited away". Isaribi was promised that she would be returned to human form if she complied with Amachi's orders. To that end she attacked ships and killed a number of sailors under the disguise of the Kaima, a sea monster. Naruto was able to make her come to her senses, causing her to realize that were she to continue killing others to save herself, she would become a true monster. After his defeat, Amachi revealed that he never had a cure for her condition, and that he planned to dissect her once she was no longer useful. She returned with Naruto to Hidden Leaf Village after Amachi's defeat hoping that Tsunade can cure her.

He is responsible for many events in the series, such as the Uchiha Clan massacre and Orochimaru's defection of Akatsuki. Itachi has complete mastery of the Sharingan and Mangekyo Sharingan, and also an extremely proficient user of ninjutsu and genjutsu. Itachi's targeted tailed beast is the Nine-Tailed Demon Fox. Although unsuccessful in obtaining Naruto, Itachi becomes more involved with fight between him and his younger brother Sasuke soon after Sasuke defeats Deidara. Itachi awaits for his brother at the Uchiha's hideout. The two brothers have an endless battle where many new jutsus from both ends. In the end Sasuke is able to kill Itachi because Itachi, who had been suffering through a deadly illness, overuses one of his jutsus.
Izumo Kamizuki and his comrade, Kotetsu Hagane, make their debut trying to discourage Genin from participating in the Chunin Exams. Their effort proves ineffective, and they later serve as proctors for the first exam. In the anime, after the Fifth Hokage takes office, Izumo and Kotetsu act as her personal assistants, and also become the patrolmen of the entrance/exit gate of Hidden Leaf Village. The two appear again in Part II as members of the Niju Shotai teamed with Asuma Sarutobi and Shikamaru Nara. During a battle with Akatsuki member Kakuzu, Izumo uses Water Release: Syrup Capture Field to blanket the ground in a sticky syrup that immobilizes Kakuzu, and Kotetsu attempts to attack the immobilized Akatsuki member. The attempt fails and the two are captured, but both are saved by the arrival of reinforcements
